Daytona Beach city commissioners are scheduled to discuss pond safety Wednesday, after two young brothers drowned in a retention pond near their home earlier this month.

The discussion will focus on whether the city should consider requiring fences around more retention ponds, including those on private developments and city-owned property. No vote on a new ordinance is scheduled.

The city does not generally require fences around stormwater ponds in developments. State water-management standards may require fencing depending on the slope of a pond’s bank.

Commissioner Ken Strickland said he believes safety measures should apply anywhere there is a body of water.

“My personal opinion is that it needs to be done everywhere,” Strickland said. “There’s a body of water.”

Strickland also said pond edges should be designed so someone who falls in can get out. He said commissioners should discuss who would pay for any fencing, including private developers, apartment complexes or homeowners.

The meeting comes after the deaths of brothers Kashh Williams, 3, and Elijah Hawkins, 5, who were found in a retention pond near the Reserve at Clyde Morris Landings. Residents have called for more safety measures around ponds in the area.

Strickland said the issue should be a priority “especially since we just lost two little lives.”
