It was a major victory on Wednesday night for people who have been railing against a controversial landfill project in Bunnell.
The city commission held a special meeting, where the city manager called for a “fresh start” on the proposal after local residents complained the plan — dubbed “Project Butterfly” — was essentially kept secret the first time around.
Opponents, including Flagler County, challenged the project on land-use and environmental grounds. Residents and farmers raised concerns about potential groundwater contamination, stormwater runoff, odors, increased truck traffic and the future of nearby agricultural operations.
Many properties in the surrounding area rely on private wells, making water quality a major concern for residents who spoke against the proposal.
Farmers and nearby property owners argued the landfill could threaten their livelihoods and change the character of the rural community.
Brittany Cowart Kinney, whose family has farmed the area for generations, told News 6 that her property includes blueberries, cattle and leased farmland. She said one of the property’s wells is less than 200 feet from the proposed site and that the family has 10 wells within a mile of the property.
Kinney raised concerns about potential contamination of water, air and soil, saying clean water is essential to keeping the farm operating.
She also worried about the potential effects of odors and additional truck traffic on the family’s annual fall festival, which draws thousands of visitors.
Other opponents questioned whether the project complied with Bunnell’s land-use regulations and comprehensive plan, including provisions concerning agricultural uses.
The applicant’s representatives, meanwhile, argued the project could meet the city’s requirements and that safeguards could address concerns raised about its operation.
The commission’s unanimous vote denied the special exception needed for the proposed landfill to move forward under the application.
The developer could challenge the city’s decision in court. As of publication, no court challenge has been confirmed.
News 6 will continue to follow developments surrounding Project Butterfly and the future of the proposed landfill.
